English as a Second Language
Chesterfield County Public Schools is committed to meeting the unique needs of English learners (ELs) by providing equitable access to engaging, high-quality instruction. Through an English immersion program, students are empowered to become global citizens prepared for success in school, career, and life.
About the ESL Program
The CCPS ESL Program provides support not only to English learners but also to teachers, counselors, and administrators. The program focuses on language development and academic growth through:
- Sheltered, collaborative, and direct instruction tailored to English learners
- Continuous monitoring of student progress and English proficiency
- Professional development for educators and staff serving multilingual students
- Individualized consultation for schools supporting English learners
- Family engagement and communication with English learner communities
- Outreach programs that empower parents to be advocates and decision-makers in their child’s education
How the ESL Program Works
Potential students are identified during registration through a Home Language Survey.
If a language other than English is noted, the student is screened to determine their English proficiency using standardized statewide assessments.
ESL instruction is available in all elementary, middle, and high schools.
Classes are aligned with the CCPS curriculum, Virginia Standards of Learning (SOL), and WIDA English Language Development Standards.
Instruction emphasizes the development of listening, speaking, reading, and writing skills, while integrating academic content and best instructional practices.
Parent and Community Support
Parent support is available through programs such as Parent as Educational Partners (PEP), which helps families understand U.S. school culture, literacy development, and English learning strategies.
Interpreter and translator services are also available to assist communication between families and schools.
Funding for ESL programs is provided by CCPS and Title III, Part A under the Elementary and Secondary Education Act (ESEA).
FastTrack to Success Program
FastTrack to Success is a two-year, center-based English immersion program designed for students ages 17 to 22.
Entry, progress, and exit criteria are based on a student’s age, academic history, and English proficiency level.
The program focuses on accelerating English learning and preparing students for academic or workplace success.
Frequently Asked Questions
During enrollment, all families complete a Home Language Survey. If another language is listed, the student is screened to assess English proficiency.
The Virginia English Language Proficiency Assessment (WIDA ACCESS 2.0) is administered annually until the student meets exit criteria.
Adult ESL Programs
Adults seeking English instruction may enroll in the Chesterfield County Public Schools Adult Continuing Education Program, which offers ESL classes for community members at various proficiency levels.
